One of the United States’ Largest Cross-Laminated Timber Manufacturing Facilities is Underway in Oregon


Timberlab’s world-class facility–constructed of mass timber–is set to transform the timber industry and boost Oregon’s position in sustainable construction.

Timberlab Inc. (Timberlab), a subsidiary of Swinerton Incorporated (Swinerton) and leading national provider of holistic mass timber systems, has teamed up with Swinerton Builders, Lindgren Development, LEVER Architecture and other project partners to design and build a 190,000-square-foot world-class cross-laminated timber (CLT) manufacturing facility. This facility will be one of the largest CLT production sites in the United States.

The groundbreaking ceremony, held on February 27 in Millersburg, OR, was marked with a community celebration. Oregon Governor Tina Kotek, representatives from Senator Merkley’s office, state Representative Shelly Boshart Davis, Mayor Scott Cowan and other government and industry agencies attended the ceremony highlighting Oregon’s commitment to advancing mass timber supply, manufacturing and construction as a sustainable alternative to traditional construction materials, like concrete and structural steel.

“Today’s groundbreaking marks an exciting step forward in the growth of Oregon’s mass timber industry – a revolutionary technology key to our shared goal of building a sustainable, low-carbon future,” shares Governor Tina Kotek. “Companies like Timberlab have capitalized on the opportunity to reduce their impact on the natural environment here in Oregon. The introduction of a new facility in Millersburg will expand the supply chain for mass timber, bolstering our regional economy and helping make sure that mass timber is accessible for more construction projects.”

The manufacturing facility will be built with glue-laminated timber (GLT) produced at Timberlab’s other Oregon facilities using locally harvested timber. A Wood Innovations Grant from the USDA Forest Service supports the design of this full-mass timber building. Timberlab has sourced top-tier equipment for advanced timber and wood processing. Kallesoe is providing a complete CLT processing line, including an automated feeding system, high-speed cross-cut saws and a top-of-the-line finger-jointing system. The facility and its cutting-edge equipment will revolutionize the timber industry by delivering a superior product.

Chris Evans, Timberlab president, shares, “This facility groundbreaking is happening at a pivotal moment. Over the last 18 months, Oregon mills have been closing and jobs have been lost.” The firm is committed to investing in rural economies, as proven by its investment in two GLT facilities and a sawmill and planing mill, all in rural Oregon. Evans further explained the growth of mass timber construction, “Right now, we’ve seen 11 years of growth in mass timber representing 11 million board eet of product across the nation. In 15 years, it’s expected to be 3.5 billion board feet. This type of growth doesn’t happen on its own; it happens with vision and investment.”

Slated for completion by the end of 2026, the facility, designed by LEVER Architecture and constructed by Swinerton Builders, will produce 7 to 9 million square feet of CLT annually. It is anticipated that 100 direct living wage jobs will be created at full capacity, along with countless indirect jobs. This project will contribute to the region’s economic development and cultivate a skilled workforce dedicated to advancing sustainable construction practices.

Situated in the Pacific Northwest’s designated Mass Timber Technology Hub, recognized by the U.S. Department of Commerce’s Economic Development Administration (EDA) in 2023, the facility is strategically positioned to foster innovation. Timberlab and Swinerton are actively collaborating with leading academic research programs at Oregon State University, the University of Oregon, and the Tall Wood Design Institute. These partnerships will leverage local resources to drive advancements and establish Timberlab, Swinerton and the State of Oregon as leaders in mass timber construction.

“Oregon’s timber industry has long been a cornerstone to our state’s identity. While the landscape has changed, this facility represents a new chapter. One where sustainability and economic strength work together,” says Senator Jeff Merkley in a prepared statement. “By building with mass timber, we’re not only supporting local economies but fighting climate chaos and promoting renewable resources.”

Swinerton, through its subsidiary Swinerton Builders, has been at the forefront of mass timber construction since 2014, continuously pushing industry boundaries through advancements in structural design, engineering and material procurement. In 2020, Swinerton’s dedication to sustainability and innovation led to the opening of its first mass timber fabrication facility in Portland, OR, and the formal launch of Timberlab in 2021. In 2023, as the demand for mass timber construction grew across the U.S., Timberlab expanded its operations by opening an East Coast mass timber fabrication facility in Greenville, SC. In 2024, the company further expanded by acquiring GLT facilities in Swisshome and Drain, OR, as well as a sawmill and planing mill in Philomath, OR. A collaborative delivery contract adds a new wrinkle to construction management


The setup combines traditional pact structures with a different risk-sharing approach.



Design-build and, to a somewhat lesser degree, Integrated Project Delivery (IPD) have become increasingly popular and common contract platforms for healthcare projects. These agreements promise greater efficiency and share the profit risk on new construction among developers, health systems, and AEC firms.

Add to that list of options Collaborative Project Delivery (CPD), which Covalus—a Dallas-based healthcare project management consultant that has pioneered this contractual initiative—says simplifies IPD in ways that make it more attractive to participants without sacrificing IPD’s benefits.

Covalus claims that CPD has been applied to more than $3 billion in healthcare projects. One of these is Enloe Health’s Comprehensive Cancer Center, a 107,000-sf outpatient building on 13 acres in Chico, Calif. This three-story project, valued at $154 million, broke ground this month, and is scheduled for completion in Spring of 2026.

According to this project’s general contractor Swinerton, CPD is different from other contractual agreements in that it allows team members to contribute a specific fee that they can earn back by achieving agreed-upon performance thresholds.

“This simplified form of agreement eliminates the need for complex, multiparty legal and insurance mechanisms,” said Swinerton in a prepared statement.

Separate contracts, bridged together

Enloe Health’s previous experiences with projects under conventional design-bid-build contracts had left a bad taste in its mouth because those contracts opened the door for change orders that impacted negatively on the project’s cost, explained Kevin Woodward, Enloe Health’s chief financial officer.

There was also some urgency in finding the right project manager for its proposed Comprehensive Cancer Center. The region that encompasses Chico has one of the highest rates of cancer-related deaths in California. However, said Woodward, 60 percent of the region’s cancer patient population was bypassing Enloe Health’s facilities because they didn’t have the care capacity to handle that level of patient volume.

Enloe Health worked with ECG Management Consultants, a division of Siemens Healthineers, to conduct a space analysis to determine the size and prospective cost of a new CCC. After its board signed off on the facility, Enloe partnered with Covalus, which Woodward said had more-refined costing tools, and a track record with project management under CPDs.

By that time, HGA was already attached as the project’s design-architect. James Willsie, Principal and Associate Vice President with HGA, explained in an email to BD+C how CPDs differ from other delivery contracts:

“Typically with design building, there is one contract between the owner and the contractor, with the design team as a sub. With IPD, typically there is a three-way contract [among] the owner, contractor, and architect, with a target cost and schedule. There is profit at risk for the contractor, architect, and typically further downstream [for] consultants and subs, [which] becomes a project contingency.”

For a CPD, on the other hand, says Willsie, “the owner has a contract directly with the architect, a separate contract directly with the contractor, and a contract directly with the owner’s representative. There is also a multiple-party contract among all four parties that sets up profit at risk and enhanced profit put up by the owner.”

The profit at risk and incentive pool are distributed upon meeting prearranged targets for schedules, budget, and a regularly administered feedback survey of the owner. The incentive pool is pushed through to key consultants and subcontractors, says Willsie.

Additional collaborators on the Enloe Health project include Buehler Engineering (SE), ECOM Engineering (electrical and low voltage engineering), Weston & Associates (M/P engineering), Criterion (medical equipment planning), NorthStar (CE), and Marquis (security). Similar to design-build and IPD, CPD utilizes big room meetings, Target Value Delivery, RO logs, and other lean delivery principles, says Willsie.

Cost predictability a goal

Any level of contractual collaboration requires give and take from all participants. That includes a strategic vetting of partners for purposes of compatibility; early engagement of project team members to define objectives and goals, as well as performance parameters; and ongoing communication among all stakeholders, according to a December 31, 2022 posting by AIA Contract Documents, which are the starting points for Covalus’ CPDs.

During the design process for Enloe Health’s new cancer center, HGA’s Design Insight Group used research and benchmarking to cross-check and validate decisions. Enloe provided data to modify designs and determine how they might improve space programming.

“The data we review is critical to achieving operational efficiency and treatment outcomes while improving the experiences of patients, physicians, and medical support staff alike,” said Jennifer Ries, HGA’s Senior Medical Planner, in a statement posted on the firm’s website.

In an interview with BD+C, Mark Chenoweth, Founder and Principal of Covalus, said that his firm started using CPD contracts about seven or eight years ago. He explained that CPDs combine the benefits and efficiencies of IPDs with traditional delivery methods.

“CPDs preserve traditional contractual arrangements, and the contracts are tied together by bridge agreements,” Chenoweth elaborated.

He added that CPDs stipulate a guaranteed maximum price for a project, which IPDs do not. (The GMP for Enloe Health’s project will be nailed down on June 1, said Woodward.)

Chenoweth said that owner expectations of CPDs revolve around cost predictability, value, speed to market, and team performance.

“CPDs set realistic value for the work and process,” said Chris Morris, Vice President-National Healthcare at Swinerton, for which the Enloe Health project is its first under an CPD contract.  “If you have a good roadmap, the team feels success.” Morris said that one of the goals for these incentives-based team collaborations is to avoid “non-rewarding” work, like value engineering.

Concise construction management

Chenoweth explained that the fee that contractual partners pay as part of the contract is a percentage of the cost of work and a portion of the minimum amount of the profit at risk; a kind of buy-in, he agreed. For the Enloe Health project, every firm under the CPD contract will receive at least 1.5 percent of their overhead. (That percentage, said Woodward, is one-third of the profit-at-risk for the contract’s participants. In Swinerton’s case, the 1.5 percent is equivalent to about $250,000, he said.)

Woodward, whom BD+C interviewed yesterday, said that Enloe Health has been satisfied with the results from the CPD.

“It’s been a great project, and we’re right on track.” Woodward has been particularly impressed with the problem solving in big room meetings, Covalus’ representation on behalf of the owner, as well as with the “visibility” that Enloe has had into the bids from all of the trades.

The new Comprehensive Cancer Center in Chico will include three linear accelerator vaults and a 56-bay infusion center, according to Jolene Francis, Enloe Health’s Vice President of Philanthropy and Communications. Enloe expects the new center to create between 75 and 100 permanent jobs.

Chenoweth said that Covalus is managing other healthcare projects under CPD contracts in the Midwest and East Coast, and is talking with six other health systems. Morris speculated that healthcare sector has been amenable to these kinds of contracts because they “add structure to a complicated business that is ripe for change. CPDs are more concise and consistent.”

Trammell Crow Nears Completion of Sorrento Valley Lab/Office Building



Trammell Crow Company (TCC) is on target to finish construction of a $100-million-plus lab and office building in Sorrento Valley by early summer as the life science real estate market slowly recovers from a post-COVID downturn, the San Diego Business Journal reported. TCC is building the four-story building on spec, with no tenants lined up prior to construction.

Although no leases have been signed yet, “We’re getting really good feedback from everybody in terms of the design and the layout, so it’s just a matter of time getting it filled now,” Chris Tipre, principal and San Diego market lead for TCC, told the Business Journal.

The four-story building is named Vista Sorrento Labs for its location at 10251 Vista Sorrento Pkwy. in sight of Interstate 805. It was designed by Ware Malcomb with Swinerton as the general contractor.

Although Vista Sorrento Labs is TCC’s first life science project in San Diego County, Tipre said it won’t be the last.

“We are looking on a couple of others down the street that are in pre-development,” he said.

Building Foundations for Team Safety


Establishing a culture of communication and collaboration is the key to success on The Lindley in San Diego


The Lindley in Downtown San Diego is the latest of three Swinerton projects that have reshaped the city skyline. The project stands as a testament to how our people are our greatest asset when it comes to maintaining safe, productive, and efficient jobsites. The 37-story high-rise project is characterized by strong teamwork, a shared sense of responsibility over jobsite safety, and a positive trajectory of growth and professional development for Swinerton’s self-perform teams. These qualities have taken time to build up over the course of the project, and rest on a foundation of lessons from similar projects that came before.

Sharing the Responsibility for Safety

The Lindley is the third in a sequence of high-rise projects in Downtown San Diego, following closely behind Radian, a 22-story mixed-used residential building, and Simone Little Italy, a 36-story luxury residential high-rise located just a few blocks away.

Almost all of the team at The Lindley—including Safety Engineer Bryan Gray, Concrete Superintendent Junior Arteaga, and Swinerton’s self-perform Concrete, Drywall, and Cleanup groups—are fresh off of the success of Simone Little Italy. Several members—including Bryan, Senior Superintendent Shawn Shafer, and the Drywall team—also played integral roles in the construction of Radian. With these past experiences in projects of similar size and complexity in Downtown San Diego, the team at The Lindley understands the importance of fostering open and honest communication, particularly when it comes to maintaining a clean and safe jobsite.

Jobsite housekeeping may sound like an incidental task, but it is critical to worker safety. Slipping and tripping hazards comprise a large part of fall-related injuries on construction jobsites and are often caused by poorly maintained paths of travel.

However, with a number of different trades often working in the same area, keeping a jobsite free of debris is no small feat. It requires everyone working in the vicinity to share in the responsibility for removing construction waste from walkways and stairways, calling out potential hazards and unsafe conditions, and keeping work areas organized and uncluttered.

“Maintaining a clean work area is essential to morale,” says Bryan, Safety Engineer. “At The Lindley, everyone takes pride in making our jobsite a nice place to work.”

Jobsite housekeeping is a frequent topic in The Lindley’s Monday morning Weekly Safety All-hands meeting, which the team leverages to reinforce, emphasize, and encourage behaviors that supplement the safety culture they have built. It is a time for open communication between trade partners and Swinerton’s general contracting and self-perform teams to not only talk about who is doing what on the jobsite, but to reinforce how everyone plans to work together to create a safe and healthy environment.

Each week, the team covers the schedule, weather forecast, and key activities that can impact the work environment. Equally important are discussions on worker morale, mental health, hydration, diet, rest, and making sure one’s body and mind are fit for the workday ahead.

In the team’s commitment to fostering safety—both physical and psychological—these meetings are also an open forum for trade partners to bring up any issues or concerns, for the awareness of other trade partners or to be swiftly addressed by the Swinerton team. Ensuring everyone feels secure in their safety and invested in their place of work is a largely intangible component of safety, but it is nonetheless critical to reinforcing worker confidence, thereby boosting productivity and efficiency.

Creating Momentum from Consistency

Productivity flourishes when self-perform teams and tradespeople can show up to the jobsite feeling secure in its safety measures, knowing that their peers are looking out for them. Swinerton’s focus on the fundamentals is what builds the foundation for teams to effectively pre-plan and implement mitigation strategies for high-hazard activities, or seek safer and more effective strategies for how to perform work.

Bryan Gray explains, “Safety and productivity don’t have to be at odds. When you leverage both properly, one can really empower the other.”

The Safety Carpenter role is one such efficiency identified during the Lindley project, held by Jorge Sierra, a Journeyman Carpenter. Hand-picked by Swinerton’s self-perform Concrete leadership—including Concrete Superintendent Junior Arteaga and now-Assistant Concrete Superintendent Travis Kazemier—Jorge is primarily responsible for establishing and maintaining The Lindley’s protective systems, which include a guard wire cable system deployed on all floors above ground, toe-board protection chipboards that line the entire perimeter and prevent rolling materials from dropping off the sides of the building, stairway handrails, deck penetration covers, and ladder access where stairs have not yet been poured. When a new deck pour is in progress, he is already preparing the safety systems that will go on it. If a protective system breaks, he is there to quickly remedy it.

Since he began in the role, Jorge has undergone extensive training, obtaining several certifications and competencies that have made him an invaluable asset to the project team and his peers. His commitment to calling out hazards and unsafe conditions has also emboldened other trade partners on the jobsite to speak up.

Whereas having many different trades can naturally result in lapses in communication due to timidness or unfamiliarity, Jorge’s example paired with the project team’s active efforts to solicit trade partner feedback during the Weekly Safety All-hands meetings have created a culture where the entire team shares in the responsibility for general jobsite housekeeping and feels empowered to speak their thoughts. When everyone shares in the responsibility of maintaining overall jobsite safety, they allow specialists like Jorge to focus on efficiencies that create greater synergy between the project’s overall safety and productivity.

“Camaraderie and communication are the ‘special sauce’ that makes a project come together,” adds Senior Superintendent Shawn Shafer.

Consistency also creates a positive momentum on the jobsite that propels growth and professional development. When safety standards are continually met and exceeded—as at The Lindley—Swinerton has seen its self-perform teams thrive and embrace opportunities to grow their careers.

Jorge Sierra’s development as Safety Carpenter represents a powerful joint effort between Swinerton’s general contracting team, Safety department, and self-perform Concrete group to identify, train, and empower a new safety leader. Additionally, through their experience on past high rises, other members of Swinerton’s self-perform teams have built up their confidence and accelerated personal and professional development—from their time on the Radian and Simone Little Italy, and now continuing through The Lindley.

How Establishing the Fundamentals of Safety Elevates the Finer Details of Productivity

Given its proximity to other buildings, The Lindley requires special attention to prevent construction debris from affecting neighbors and pedestrians below. To create an efficiency for the entire 37-story project, the team custom-designed an outrigger safety netting system along The Lindley’s eastern façade. Comprised of six separate nets stretching out from the building, this system mitigates the potential for damage to the hotel directly flanking the jobsite.

Outrigger netting systems are common among high-rise projects, particularly in dense cities such as San Francisco and New York. Safety netting systems are most effective when they are deployed within a few floors of the top deck. Moving them up as the building is constructed often entails manually pulling them in, breaking them apart, wiring them, bringing them up the building’s interior stairwell, and reinstalling them—a process that can take several days of manpower. Such a system would be highly inefficient at The Lindley, where a new concrete floor was poured every week.

After deliberating on the effectiveness of nets currently available on the market, The Lindley project team opted to custom-design their own system. Their design includes loose- and fine-mesh nets strung between two posts that stick out horizontally from the deck (see photo below). These are supported by 45-degree angle bars connected to the deck below, and four points of connection at the upper and top decks.

As the building grew taller, the Swinerton team identified the next “jump points” for the netting system and preinstalled extra sets of mounting clamps on the slab edge. Rather than being pulled inside the building and manually dismantled, the entirety of each net was lifted by crane to the next jump point a few floors up. There, another team would be waiting to receive and refasten the net system. This method required eight people working on four different levels simultaneously. As opposed to days of manpower, each jump took just 90 minutes.

Swinerton served as the general contractor for the design-build project with design partner Shah Kawasaki Architects (SKA) and construction manager Vanir. The new facility streamlines public safety operations, providing advanced resources to enhance community service and protection.

“The design-build process has proven to be a true collaboration and we appreciate Swinerton’s approach and dedication to the project,” states Gary Brizzee, Chief of Police for the City of Los Banos. “The Swinerton team took the time to listen to our needs, wants, and wishes for our new police station and used the bridging documents to create a design that we are excited to see built and use for years for years to come.”

Additional construction includes the exterior retrofit of the B.F. Sisk Courthouse in Fresno, as well as a series of design-build renovations that incorporate lactation rooms into 15 separate courthouses throughout the region, including locations in Fresno, Madera, and Porterville. Swinerton is also underway with a new place of worship in Modesto and the expansion of a service station and convenience store at Tachi Palace Casino in Lemoore.

Looking forward, Swinerton’s construction pipeline anticipates generating over 400 new trade jobs, contributing significantly to expanding the skilled labor pool and the region’s economic growth. The firm’s unique ability to self-perform critical trades such as demolition, drywall, general clean-up, specialties, and doors, frames, and hardware enhances efficiency, elevates quality, and offers greater control over project timelines.

Developed by Schnitzer West, LLC, the Swinerton-built 12-story building gives River North its newest Class-A office space

The Current, a 12-story contemporary, best-in-class office tower containing 240,000 square feet of commercial space, opened on July 26, 2023, at the corner of 36th and Delgany Street in Denver’s River North (RiNo) neighborhood.

As RiNo’s newest Class-A office building, The Current features eight floors of office space, two levels of underground parking, four levels of above-grade podium parking, and numerous amenities.

“The Current brings the perfect balance of work and wellness to the RiNo neighborhood, providing tenants and locals with common spaces, conference rooms, and offices that accommodate both professional work and leisure activities,” said Doug Zabel, managing partner at Schnitzer West. “We couldn’t be more thrilled to celebrate the opening of this new building in the Denver skyline and look forward to seeing all of the businesses that join The Current community.”

Designed and built with work and wellness in mind, The Current includes ground-level retail space, an office-building lobby and secure bicycle storage. Topped by Schnitzer West’s signature “Great Room,” the space spans the top two floors and includes a conference center that can accommodate 80 to 100 people and an executive boardroom. The Great Room feeds into Denver’s largest rooftop terrace containing fireplaces, soft seating, outdoor conference rooms, and a multipurpose turf lawn. The rooftop terrace is bathed in nature light and greenery and offers panoramic views of the Denver skyline and the Rocky Mountain Front Range. The space also includes an expansive outdoor staircase that connects a two-story, tenant-exclusive work and leisure space.

With a fitness center and locker room on the first floor, The Current’s expansive offerings and tenant-exclusive amenities enable employers to boost productivity, enjoy leisure activities, and reduce their tenant footprint within the building.

The Current’s location provides exceptional multimodal transportation for tenants and visitors. Located four blocks from the 38th and Blake Street Light Rail Station, two blocks from the Platte River bicycle trail, and a two-minute drive from Interstate 70, the building connects access between the RiNo neighborhood and the broader Denver business community.

Designed by Davis Partnership Architects, The Current was built by Swinerton, with construction beginning in April 2021. The Current is a cast-in-place structure with detailed, complex brick coursing and a bypass glazing system from View Smart Windows that includes dynamic tinting glass that intelligently adjusts to maximize daylight and views while controlling temperature and glare.

“For this project, we sought to design hospitality-focused spaces that are versatile, comfortable, and inspiring,” said Cynthia Steinbrecher, principal at Davis Partnership Architects. “The Current’s state-of-the-art design and offerings are unique in the RiNo neighborhood and provide tenants with the facilities needed to be productive and support a work-life balance.” As River North’s tallest office building, The Current now serves as a place marker for the community, especially as seen from Interstate 70.

“It’s a beacon on the skyline of RiNo,” said Swinerton Operations Manager Chad Holajter. “There’s nothing like it in the neighborhood. It’s one of a kind.”

Denver law firm Moye White LLP is The Current’s first tenant and the first professional services firm to commit to RiNo, a neighborhood best known for its art offerings, breweries, food and entertainment venues, and tech companies. Inbank, an independent commercial bank, and Wipfli, an accounting and consulting firm serving more than 70,000 clients across today’s most complex industries, have also leased space at The Current.

Long Beach Airport Adds Permanent Checked Baggage Inspection System and Improves Ticketing Building

Long Beach Airport has recently completed a major renovation project that includes the installation of a permanent checked baggage inspection system and upgrades to the ticketing building. The project was managed by Jose Acosta, the project executive for Swinerton Builders..

The new checked baggage inspection system replaces the temporary system that was installed in 2019 and is expected to improve efficiency and safety for passengers. The system utilizes advanced technology that can detect threats and provide real-time feedback to the TSA officers monitoring the screening process. The new system is also designed to be more reliable and require less maintenance than the previous system.

The renovation project also included significant upgrades to the ticketing building. The improvements included a new canopy to protect passengers from the elements, new LED lighting to improve visibility, and upgrades to the electrical and plumbing systems. The upgrades were designed to improve the overall passenger experience and create a more welcoming environment for travelers.

Jose Acosta, the project executive for Swinerton Builders, played a key role in managing the project from start to finish. Acosta has extensive experience in managing complex construction projects, including several high-profile aviation projects. His expertise in aviation construction was crucial to the success of the Long Beach Airport project.

Swinerton Helps Build CoCo San Sustainable Farm Greenhouse

In addition to building a state-of-the-art cancer center in Walnut Creek, CA, Swinerton’s project team in collaboration with John Muir Health and SmithGroup, volunteered at CoCo San Sustainable Farm in Martinez, CA, to build a new greenhouse that will allow the farm to grow healthy produce throughout the year to feed the community and underprivileged families.

The greenhouse sits on a buffer land section of the Central Contra Costa Sanitary District located in Contra Costa County’s Northern Waterfront.  The project addresses a need to reduce nutritional poverty – an issue of global importance –  by providing access to free or low-cost fresh produce through a unique combination of using urban public buffer land , community involvement, otherwise wasted recycled water, and harnessing the produce growth efficiencies of greenhouses.  The Contra Costa Food Bank, located about a mile away, will pick up and distributing fresh produce from the farm to its clients and area schools. Community supported agriculture boxes from the farm will provide low-cost, seasonal food to local residents. And the farm hopes to be a jobs incubator for the green economy.
